How likely can a person to get a call for an apartment outside of the community board?

If you are in 130AMI there is a good chance providing you have a good log number. If you are in a low AMI 40-60% the likelihood is very low. I’ve had log number below 200 for lotteries outside my community board but always get waitlisted because I’m in 80% AMI and usually the lower AMI get taken by community board.

If the whole lottery is a low AMI (like all 60% AMI) then the chances are better but you still need a very low number. Probably double digits…

Assuming the building has a community preference (not all do) a person not in any preference groups would be eligible for 38% of the apartments.

I agree with the 38% estimate of non CB units.

It is 100% likely for a household with log# 1, or the lowest log# without Community Board preference to be offered a unit if they qualify for the remaining vacancies after that 38% has been taken. But, they don’t publish what the lowest non CB preference log# is. Also the CB share of units is ANY combination of unit, it is not half the studios, half the 1 beds, half the 60% AMI units.

Some very high log# do get units in lotteries. Sorry I can’t be of more help.
