In my day it was 86th.
Well at least east of Park avenue. Fifth to Park or even Lexington was "ok" up to 96th, but even then you had to watch yourself.
Residents of Carnegie Hill still pay to have private security patrol area evenings though overnight both on foot and vehicle.
As for the OP, entire situation is too moist.
First 730PM is still daylight and rather busy along 96th street. So unless this guy was a "minute man" how did he mange to subdue and rape a female without anyone wandering by.
Two we see from camera footage guy is a fare evader. Again nothing good has come from policy of allowing this, and won't change until things start going back to processing these criminals.
There’s lots of projects up 3rd Avenue. The neighborhood goes down rapidly once you hit 100th st but I don’t there’s much of a link between this and the rape.
That is a very quiet and dark block once the playground closes.
