Suppose I were to have a picnic in Central Park on a Sunday afternoon for, say, about 20 people, and we had some wine and beer. No one being rowdy or anything. Anyone have any idea of the chances of being busted for violating open container laws? We're mostly white, if that matters (I would hope it wouldn't)...
Let me clarify--suppose I plan on not registering the picnic (really it would be very unofficial, people coming in and out, 20 is an estimate for how many at a time would be there at most), and knowingly, yet discreetly, violating the open container laws. The question is--am I likely to run into trouble?

Most definitely. You would be fined, for having that large a party without a permit, and possibly busted for having alcohol there. It's not worth it - how would anyone enjoy themselves, furtively looking around, hoping not to get caught?

I think it does matter what race and age you are, chances of you
getting in trouble are much smaller if you are an old white guy
drinking compare to everyone else.
But if you have 20 people drinking beer and wine in Central park.
Then you are too big of a target to be ignored no matter what
ethncity you are.
