Irish Girl moving to New York in 2011 (Boston: restaurant, pub)

Moving to New York at the beginning of 2011, currently working in London as a qualified Human Resources professional. Im seeking advice and the best places to look for positions within Human Resources. Would anyone recommend certain recruitment agencies.
I've always wondered how Irish people seem to be able to come to the states and work easily. I mean, when I go to an Irish pub, I always see young off-the-boat Irish people working there. How did they manage to get visa and work in a pub? It doesn't seem polite to ask, so I haven't.
Before my green card (I was married to an American woman), my option was very limited. One of few options was H-1 visa, which required me to find a company to hire me. Not only that, the company would have to prove that they cannot find an American to do the same job, like highly skilled technical work.
Since working at an Irish pub does not require "highly skilled technical work", I've begun to suspect that there may be some different rules for people from certain countries.

You can say the same for virtually every single ethnic establishment, whether it be a bar, restaurant, grocery, or whatever.
I will just say that I have a friend who is a highly qualified HR professional who has been unable to get a job here for over a year.
