Obviously because it is, otherwise one would live in a building which the financial structure doesn't allow for" affordable apartments". Those who live, for example, on Park Ave., 5th Ave., etc. don't concern themselves with such things.
It seems to me, that it is YOU who cannot afford what you desire.
BTW, the moment they start an afforability program on 5th Ave., across from the park, I'll let them know you're in need. Maybe you'll win the affordability lottery and get an apt next door to Woody Allen for say $5K per month--what a bargain!
