Advice on Special Needs Schools in the New York area (school districts, garden)

My husband and I are looking to relocate our family to the New York area. Our oldest son has special needs (no diagnosis yet but does not have any words and seems to have an intellectual disability) and our move will be highly influenced on which school district offers the best special education for him. He's three and half right now and currently attending our public school early childhood developmental center. It's an amazing preschool, but kindergarden through high school is awful.
I was hoping someone could offer some advice as to which schools or school districts have the most solid special education programs. Any and all would be appreciated as our plans to move are not set in stone yet.
