I think that I read that the Upper East Side is the most residential of all of Manhattan's neighborhoods, so I would think it would be the best for kids since many of the amenities there would be for them, not to mention you have Central Park near by. Upper West side might be good too since it also has lots of residential, but Tribeca might not be as good for kids since it is a place for independent movies and film and maybe supermodels, movie stars, trendy stores and bars/nightclubs and such, and the neighborhood doesn't specialize in childrearing I think plus there is no big park like Central Park there unless you're willing to let your kids go to Battery Park but still that is sorta far away.

The Upper East Side has some great public schools and so does Tribeca / Battery Park City however due the the mass overcrowding downtown, just because you are zone for one school doesn't mean you will get into that school. Case in point, PS 234 in Tribeca. You can live on the same block as the school and be put on the waitlist unless you have a sibling in the school already and that is very touch and go too. I know the Upper East Side schools are crowded but you do have a little more room to move around in.

I have no idea about the Private schools downtown... Nor do I have any idea on schools on the UWS
