If they are not smoking weed in the lobby then they are lighting it up in the staircase or even the basement.

Washington Heights does have gangs. Its the Dominicans Don't Play, and Trinitario. Those two run WH the most, but you may find a group of bloods.

But it's not dangerous. The crime rate is probably the city average, or just very slightly above it. The problem with the area is quality of life issues. It is a very chaotic environment that could shake even the most hardcore New Yorker to his core.

I don't know how many lobbies you have been in. I do know that I LIVE here while you talk about the neighborhood from another borough and I can say for a fact that people do not sit around smoking pot in the stairs, hallways or lobbies of ALL buildings in Washington Heights.
Yeah, I'm sure that all those buildings filled with Orthodox folks on Bennett, Overlook, etc. just stink of pot. And the folks paying $1850 for a one-bedroom on Ft Washington love easy access to pot in the lobby.
Not.

The two best things about that part of the Heights (as well as most others) is the easy access to midtown with the (1) train on Broadway/157th St and the cheap eats (such as the famous Margo restaurant on 159th/Broadway known for their famous serving of concon which is the burnt portion of rice).
