I drive a Livery (Car service cab) By Law we are not supposed pick up street hails and can be fined by the Tlc for doing so. It is not heavily enforced In Outer Boroughs and most of us have picked up a street hail at least a few times, but I would say 80% of my work comes from people in the neighborhood's surrounding My base and called for a Car 19% is medical account calls that are prepaid by people's insurance and maybe 1% is street hails that I don't call in a pocket. Black people see a Livery Cab and Run after it and think we are supposed to stop for them. They will try to open your door, jump on your hood or stand in the middle of the street Thinking you have to take them. Now Imagine Your a White or None Black Cabbie Are you going to stop for that? and if you Do stop 9 out of 10 times in Black areas the customers play let's make a deal and try to low ball you on the price 9 out of 10 times your Not getting a Tip and your just looking to get out of that neighborhood to get back to your area and cover work your dispatcher gives you or your going to the next call. in Black neighborhood's in Brooklyn they have Gypsy Cabs that are guys who use privet cars that look like car service cars and Vans these are illegal and take people for the cost of a Bus. I don't drive one of them. They also have yellow and Green Cabs witch you can hail, but they are going to stay in nicer areas more. Part of the reason I drive Car service and Not a Taxi is because I prefer dealing with steady customers or picking people up at a address for safety reasons
There is probably not a taxi or for hire vehicle driver who has not experienced jerks dancing in the street or worse behavior to stop a cab but I take issue with your apparent view that only black people are jerks and that you seem to believe only black cabbies would put up with jerks.

I like to think of it as a prejudice card because that's what it is when you prejudge someone based on what some other fool did. You might think it is keeping you safe but it is really keeping you down.
It is true that many blacks are poor tippers but it is relatively recent that cabs have been picking them up at all and they are getting the hang or tipping.
Italian tourists are known for their zero tip and will never get the hang of it.
Hm maybe that explains why I've never had a problem. Most African immigrants see me and think that I'm an immigrant too, although it's my parents who are, not me.
Black people that wear professional clothes and not ghetto clothes might not have as much of a problem getting a cab. Young black men have a negative image thanks to the nightly news. Cabs drivers dont want to get mugged or killed.

Ghetto clothes? Tight Jeans and t shirt. White men with hollister jeans and hoodies don't this problem.
I've seen fashionable black men have a hard time getting cabbies to stop for them while poorly dressed white men hail a cab with ease.

To avoid this problem I go to transportation hubs like Grand Central, Port Authority, etc. They are there waiting, so cannot refuse. I don't do street hails.
And yes I am an obvious middle aged black man, and has seen taxis drive past me to pick up a white person. Its reached the point that some white people even feel entitled to the taxi. You should see their behavior if one stops for a black person who was waiting longer than they were.
