Ive never heard anyone say this term in real life. Not once in all my life. Anyone that says they have heard this term in real life, I question where they are from.
well, I am a native Brooklyite, I am also older than dirt, and it has, is, and always will be an "Outter Borough"

The Bronx was part of Westchester County. New York City had a small slice of land along the Harlem River that was called the Annexed District. The rest of the land came along after 1898, and in fact The Bronx didn't graduate to borough status until 1914.
Brooklyn had been an independent city until 1898. Queens was formed out of three towns (Long Island City, Newtown and Flushing). Strangely enough, at the time of the voting, there was a chance that all of Nassau County could have elected to join NYC. Only those three towns did, and along with the Rockaways, the borough of Queens was created.
That's where "outer borough" comes from; a little bit of Manhattan condescension towards what became the rest of the city. As a native Brooklynite, of course, I never use such silly terminology.
looking at the municipality information. It seems most of the bronx was annexed into new york county by the 1870's twenty years before the creation of the boroughs
Not most, only the western portion closest to upper Manhattan. But it was not a borough in its own right at the time. And Manhattan definitely held it at arm's length with that designation of "Annexed District."
like I said, I just never heard it. and now that I am on citydata I see it all the time, like 'outer boro' this and outer boro that. People just want to sound fancy and shyte.
at least it is something that I, living here in one of the outer boroughs have to look forward too!!
