1) severely intoxicated with a hallucinagenic drug or

2) in a state of mania, secondary to untreated Bipolar Disorder

As I pointed out earlier the cop waited too long before reacting. (He has he's pepper spray, altough some claim that people in this state gets after that even crazier.)
