is there a beach in howard beach?

It is the same as Bath Beach in brooklyn, but there really was a beach before the Belt parkway was made, the tide goes out and you can see all the sand it is about near Bay 8 th street, plus for some reason there is always sand all over the bike path.....

Does the "unknown" beach at Charles Park have sand for kids to play, or just rocks?
How can you get to the beach by the "A" tracks if you have kids?
