Cant go wrong with either one. Thats about as close to City Island as you will get without the trek. When it comes down to a good meal both places are amazing.

I proposed to my (now) wife at Daniel's. Service was incredibly top notch, and they made the engagement memorable. Perhaps it's just me, but the food didn't really impress me. Still a nice place overall though.
You might try MarkJoseph Steakhouse on Water Street for surf and turf.

If it's steak he wants (and it sounds like he does), then the Palm is pretty good, and has the Manhattan atmosphere he'll probably like. (I always liked Frank's; less touristy than Luger's and a killer T-bone).
If he wants some history with his meal, One if By Land in the Village is always nice.
If money were no object and it were me, I'd go to Chanterelle in Tribeca. Stunning food.
I second Asiate at Mandarin Oriental, although I've only been for brunch, the food is excellent and the view of Columbus Circle, Central Park South and the Park is awe-inspiring.
