Make sure it was actually The City calling you. Call '311' and see what they say.

If you are in Zone B, but would have to go through a Zone A to evacuate, then I believe you are also in an area that is supposed to evacuate.

I would say if it was actually them, then do it if you can. Kind of late for them to be calling it especially with no public transportation now. I would say what floor you are on can also be a determining factor. Just saw on the news how this one couple in Chelsea had their windows blown out (13th floor) during the snow storm this past winter. That really surprised me...and that happened only with that storm...

If in Zone B I would stay put.

Actually the same for Zone A given that the trannsportation system is shut down.

Evacuating FROM must be tied to the concept of evacuating TO and HOW!
