It depends on the neighborhood. It's hard in neighborhoods with a lot of bars like the East Village.

so you get the license through the city? and a governmental worker decides whether to approve it or not (based on if theres too many bars or not)? |

The Community Board is involved. See Community Board No. 3, Manhattan
It's an issue in Williamsburg as well. |
