if so, what exactly are the difficulties of obtaining a liquor license?

It depends on the neighborhood. It's hard in neighborhoods with a lot of bars like the East Village.

so you get the license through the city? and a governmental worker decides whether to approve it or not (based on if theres too many bars or not)?

The Community Board is involved. See Community Board No. 3, Manhattan

It's an issue in Williamsburg as well.

my understanding they are VERY expensive and you have to know people who you have to pay off
