And my question would be: I'm going to nyc for month and I wanna rent apartment in UES.
I'm from europe. I don't wanna have a vacational rental, because it's more expencive than a normal rent.
So can I rent a normal rent apartment if I'm from europe or not?

I doubt anyone would officially rent you an apartment for a month, and for the most part no sensible person would sublet you an apartment for a month. It's simply not worth the bother and risk to most people. How about a B&B?
