With a city of 8.2 million + nearby residents of NJ, LI, upstate NY + 40 million annual domestic and international tourist + the annual people who move here from other parts of the USA and international areas = a high % that you will meet women that exhibit one or more of the following qualities: exotic, pretty, cute, average, beautiful, ugly, double bagger, slim, athletic, over-weight,model type, wifey type, don't bring to mom type, pornstar material etc.
If you just go straight by the numbers, odds are the hot girls you're seeing are tourists, especially if in Manhattan.
And to put it bluntly, I think our brains sort of "ignore" a large percentage of the unattractive girls. I mean I know I personally don't really pay attention to the multitude of below average girls on the street, but will definitely take a second or two to check out a hot one.

The advancement and acceptance of plastic surgery.
Years ago when I visited again just before taking the plunge to move here I noticed a lot of (I hate to call them this -- beauty is in the eye of the beholder) there weren't so many attractive people here walking the streets in the average neighborhoods.
This area have an over abundance of very large noses and receding chins. As years gone by I don't see them as much as I used to. Things that make you go hmmmm?

Yes, that was a pretty disgusting comment.
That said, I enjoy my powers of invisibility. Being ignored by men means I can go about my day with minimal interruption from slavering morons. I can also sneak into movies free, lift people's wallets, watch people while they shower, etc. Ah, the live of the invisible is a sweet life, indeed.
Probably has something to do with there being a lot of wealthy single men in the city. It's kind of like how prostitutes and other unattached women flocked to California during the gold rush.
The great thing about NYC is that there are a lot of cultural differences and a lot of other options to choose from than the standard chunky american cows that are constantly mooing.
