So, I am looking at a place that says "All utilities included" along with electricity. The realtor told me that this means I won't have any bills in my name. So, how will I go about getting my internet hooked up? Wireless preferable. It may seem like an extremely stupid question, but I've never had to take care of it on my own.
point of my question was that, since StuyTown is not illegal yet it has the same basic description as the place that I mention in the op, then why assume the place I am looking at is illegal? Why not just try to be helpful and answer the original question?

All utilities typically means cooking gas, heat/hot water, and electric. Some places will have a cable box, most won't. You just get your cable/internet/wifi on your own.
Utilities included usually does mean it's an illegal apartment. When I was younger, those were all I rented and I really didn't care.

Why not try to get that we WERE trying to be helpful by giving you a warning about this type of apartment. You seem to be asking naive questions, so giving you a heads up about a related issue that you might not be aware of shouldn't be seen as unhelpful.
