From the way that monster is looking, he is not even phased by what he is doing. Like it's a normal every day thing. If the cops know who he is, I hope they lock him up so he can't do it to someone else.

He looks like he's been practicing this for awhile. I wonder if he's known to anyone in the building, bet you he is a neighborhood fixture and folks thought he was a cute and harmless nut.
I think we need to go back to the days when people were committed against their will.
Agreed, and patients are usually afterwards thankful for the medical attention, if they ever return back home...
