let's say that ... it was listed as part of the 83rd precinct. The murder took place on November 27th 2012 ... it would have still been listed as a murder that took place within the previous 28-day period...

I spoke with a sergeant in CompStat today.
The first homicide you mentioned, was recorded on Saturday, November 24, in the 83rd precinct. The 28-day period in your link, runs from November 26 through December 23rd, 2012. The homicide is included in the YTD column.
Though I was told "Don't quote me" , the sergeant suggested that the officer-involved on December 8 would not be tallied as a murder, as a justifiable homicide. I was told that I could contact the commissioner's office, if I wanted to discuss this further.
That leaves the December 20 shooting of the Egyptian bodega worker, as the only murder in the 104 for that period. It is recorded, in your link, in the weekly, 28-day & YTD totals.

I hope that this response satisfies your inquiry.

Interesting that no neighborhood in NYC made it to the list..the lowest is 65 per 1000.
