NYPD has 36,000 officers. You can't expect everyone to be good.

You have unrealistic expectations. And how is it their fault if they wanna protect the society and make a difference? That's the reason most people get into that field, and it's honorable. Let me preface this by saying that this is 100% true and a firsthand account from the person that it happened to. This isn't even that bad but it just goes to show the us v them mentality at the NYPD as well as the large collection of *******s in the force.
A friend of mine was driving to work down a street and 2 cops were crossing (jaywalking) in the middle. He sped up to pass through first. They stopped him. They issued him a ticket for excessive noise right off of the bat. Then they asked for his DL and registration and while he as pulling it out, the cop told him that he didn't have his registration and gave him a ticket for that. Then they kept him there for about 20 minutes.
The NYPD has too many clowns and idiots on the force.
To be fair, it is not that they are looking bad these days...they are looking, well the same they have always looked: poorly managed by lousy leadership, no accountability and a dysfunctional office environment/system and distrustful (for good reason) public. The only way to be "successful" as a cop is to never go against the grain, keep your mouth shut/never see anything, and tow the company line..that's it.
I think there are alot of great cops, and good intentions, but the perception that they are above the law, protect their own, and the "us vs them" mentality negates anything positive that can be said or done by them. Add in the fact that it is now, like every other city agency, purely a revenue generator through arbitrary tickets/fines/arrest quotas, and now you have an occupation which subjugates the population. Welcome to 2012 and beyond and unless there is a change in leadership and culture within the dept, it will only get much much worse, not better.
They do protect their own, and they do have that mentality simply because civilians cannot relate to them so they stick together. You or me can't understand what that person goes through on a daily basis, only other cops do. Same thing exists in many other professions.
I used to live in Pacific NW where police harassed me way more than NYPD. Police misconduct must be addressed and punished, but to over generalize and say all cops are evil power abusers is as judgmental as you portray these cops to be.

They're the police; it's their job to catch those doing wrong. There are many police officers who do wrong; we know that. Any police who aren't actively doing wrong know this as well -- and they know who is doing it. And they do nothing about it, and they'll even cover up for them if push comes to shove. That means they are bad too.

Your friend apparently doesn't know that drivers are required to yield to pedestrians according to the NYS VTL at all times, cops or not. Speeding up when people are crossing your path... this okay, where?

You always repeat this line about how all 'good' cops definitely know about all bad cops. You seriously don't realize how ridiculous that sounds? Cops, on the whole, don't protect each other anymore and haven't since the Volpe incident. When one cop effs up, ten more go down who weren't even involved. The few who do stand together are involved in the actual incidents.
Not to mention, you sure do have access to some solid, borderline psychic information if you know that ALL of any group is acting a certain way. I always find it strange when people make such broad statements and seriously believe them to be true.

NYPD officers ARE civilians... The only people that ARE not civilians are people who are serving in active military duty.
