I've never e-filed my taxes, but now it is mandatory under certain conditions:

New e-file requirement for individual taxpayers


Here's what I don't understand, the pencil and paper part:

"If you download forms from our Web site, order them from us by phone, or pick them up at your local library and complete them with pencil and paper, you're not subject to the mandate."

I don't use tax preparation software (like Turbotax), I just download the PDF IT-201 form on the NYS Tax website (same website as above). I type in my numbers, print it out and mail. Do I actually have to print it out first, then write everything in by hand?

Basically, as I read it the only thing you are NOT allowed to do is to use commercial software to figure your taxes, print it out and then SNAIL MAIL it in. If it comes in the mail, the state wants it on THEIR forms, whether you got the forms from them, from a library (as I do) or print the PDF forms from the state website.

You can print it out on downloaded PDF forms and mail...you do not have to write things in by hand, unless you want to.

I go to the library, get the proper forms and fill by hand. My toner cartridges last longer that way.

I guess that's right. Looking at the PDF forms, there is a barcode at the bottom, perhaps that lets them know it's on their form. There may be other ways of telling that the forms are from the use of commercial tax preparation software.
