Lead paint is EVERYWHERE in older structures. It has merely been covered over with layers of latex.
New York was on the forefront of the lead paint ban... sales in NYC became illegal in 1960. The same happened nationwide in 1978.
In 1982 the City gave itself the power to force landlords to remediate lead in structures where children lived.
I think wee can assume that pre 1960 absolutely has lead paint and that post-1965 (when even the cheapest landlord must have used up his old paint) does not.
If you live in an old structure pre 1960 structure, take care when sanding...use a respirator.
