I do not mind when neighbors have parties, but I find it very disrespectful when their partying continues past midnight, especially since this is a very quiet, respectful neighborhood.
Unfortunately, I looked up the noise ordinance to see what hours are permitted for neighbors to continue to play their music at ear-deafening volume and disturb those who are elderly or need to sleep to get to work the next day.
Does anyone know what time would be appropriate to call 311 to complain???

Have you first attempted to contact the neighbors? Ask them to please keep it down when late?

311 is 24/h but this is NYC so expect a slow response if any.

Sorry to hear about this. I've never called for that reason but there is a form we can fill out at 311. Not sure who it goes to but it's part of 311

Also, there's a FAQ. It says ask advice from your building personnel too, because they might have some answers or advice for you.

Only if it becomes violent, and you can hear profanity. They will only send somebody if, you hear gunshots, and violence is occuring. The summer of love is on the rise, and soon the gunshots, screaming youngsters, and people arguing over the most dumbest things will occur. That is why the officers, will patrol more often, to prevent violence from breaking out.

Technically you can call anytime the noise it too loud. Loud is loud regardless of time of day. However, as you may or may not be aware, cops are supposedly "too busy" for this sort of thing, and rarely will show up for a noise complaint. And if they do show up, they have 8 hours to respond! What a joke.

If you want to complain AND get a response, you must allege there are nefarious activities which MAY be occuring...i.e. you heard a girl scream for help, saw possible drug dealing, fight, heard gun shots, etc. Otherwise, the cops don't care and won't show up. Thanks Ray Kelly!

Never. It is never appropriate to call 311 for noise assistance, as they're worthless.

Start with sending them a nice but firm note, preferably banding together with other neighbors. From there, you can progress to the police.

Define "partying". Are they blasting loud music? Are they carrying on and being very loud? During the summer, I have people over often and we sit in my backyard until 2am sometimes but no music or carrying on. We laugh and talk and keep it down. I asked my neighbors on both sides if we've been loud and they always said no. I'm sure if we were that they would have told us so. There are 2 homes behind me and they are LOUD. They don't always blast music but I swear, there's a cackling hen back there and it's ANNOYING to hear her laugh. We found out that both of these homeowners work for the PD so we don't bother calling NCPD. If your neighbors are extending their party once in a while and it's not every weekend, sometimes you have to let it go and be neighborly. If it's over the top then you can ask politely to keep it down. In my old neighborhood the police would do nothing about the backyard weddings that lasted a week. They would come and the music would be turned down for about 5 minutes then it was business as usual.

It's one thing when people have parties and radio music in their backyards, but quite another when they have amplifiers and concert level music blaring. I have neighbors who live on the next block...and if I can hear your music as loud and clear as if it were next door to me then it's too loud no matter what time of day. But I agree that 311 is worthless! So are the Police as far as I'm concerned.
