It is just too easy for non-citizens to skip out on the rent without consequence.
So the excess security strikes me as reasonable.

my roomate/very close friend is a real estate manager. first, last, and security is no where near uncommon. Some companies will demand it no matter what your income is. Its all about that one perfect apartment. when you find it, youl pay whatever security you need to to secure it
