I found a condo that I really love and put in a verbal offer with the sellers agent over the phone. I'm not working with an agent because I contacted her directly without an agent. She told me that the seller will not accept the offer and gave me a counter offer. I have not done this before, but do I need to fill out paper work and how do I make sure that the agent submits my offer to the seller, even if the seller has rejected similar price? Any advice will be greatly appreciated.

Verbal offers for real estate don't mean much.

So just present the seller's agent with a written offer and let him/her take it from there.
Make sure all the contingencies are on it.

Any stationery store has generic forms to make a formal offer.

Make sure you have an inspection contingency and a stipulation that the offer is contingent on your mortgage approval and apprasial. Mention your choice of closing date.


Are you inclined to TAKE the counter-offer or to make a counter-counter?

Is there a reason you're not using an agent? You don't have to use one but keep in mind that the seller's agent will be looking out only for the seller's best interest. I've never heard of a seller giving a counter offer. When I was house hunting, any offers we made were just declined. We were never offered a counter offer.

buying and selling is all negotiations so there will be offers and counter offers
some sellers will plainly decline because possibly they were offended by the offer

as for the OP, you should get an agent. if you are the buyer, even your agents fees are taken care of by the seller. but do keep in mind that any agent, whether yours or theirs, will never look out for your best interest because they get a commission which is a percentage of the selling price. higher they sell... more money in their pockets.
