Too many legal issues in extending the NYC subway either outside of NYC to the NY suburbs or to NJ. Will never happen. The NY suburbs will fight it for safety reasons, and NJ will fight it also for safety reasons and because such a subway line would compete with PATH and NJT.

I see Staten Island as your location. I actually think it would be more convenient if they extended the PATH to staten instead of making a long ass subway like that would be traveling through a long length of water to get to staten from Manhattan.
Perhaps a line from lower Manhattan that goes Jersey city/Bayonne and enters north shore Staten Island and makes its way to the ferry.
Perhaps even a second path line that could even connect to Newark airport via Staten Island to Elizabeth NJ.
how about we improve train service in the outer boroughs and to the airports first.
They should eliminate the Jamaica air train and replace with the J/Z train. Extend the J/Z to the federal station stop where we can transfer to the air train to go around the terminals.
E train running above ground and serving some of the southeast queens would be nice.
The N/W should also be extended to go LaGuardia airport.
