Harlem: Litter and garbage everywhere. Very strong stench of roach spray (or some insect spray) when you walk by some buildings. Bleach, which the supers use on the filthy sidewalks after last night's festivities.
East village, probably more "my" neighborhood because I lived adjacent to it for most of my life: Marijuana and incense. On 6th street, curry, although not so much any more. Second Avenue below 14th or so now smells like restaurants in general. There are so many. Mulberry Street definitely food and coffee. The urine smell was the most on Bowery and just off.
There was a smell on 9/11 and for some time after, cannot describe it, covered the entire area. But I do not necessarily associate it with the neighborhood.
Around my way smells like Jamaica Bay or the Atlantic Ocean, depending on which way the wind blows. There's also some type of wild mint that grows around my way, because I often smell it when walking in certain areas of my neighborhoods. It smells like spearmint.

Back in the day in Brooklyn: The smell of baked bread on the way to the train in the morning and the smell of the sea on the way back in the evening (BTW that would the 1980's and not the 1880's).

Except when you go Wayside by the sewage treatment plant!
Then "spearmint" turns into a giant FART!
