Helicopter crash lands on Hudson River in NYC (ferry, roach)

A helicopter that had just taken off from a Midtown heliport made a crash landing in the Hudson River Wednesday but the pilot, who had no passengers, escaped unscathed, officials said.
The helicopter “fell short of the landing pad" after he lost altitude near the W. 30th St. heliport near 12th Ave. and went into the water about 2:20 p.m., the NYPD said. The chopper’s flotation devices were activated, but the helicopter, it’s blades slicing through the waves, flipped over.

The pilot had activated the emergency flotation buoys, had a life vest on, and was standing on the floating chopper literally 10 feet from the dock in calm waters
It looks that way. The Bell 206 has a rather weak tail rotor that does not do well in tailwinds, and this pilot set his approach up very poorly. Looks like a case of LTE.
It looked like tail rotor failure or partial failure to me.
Certainly possible, though the video didn't appear to show any change in the speed of the tail rotor. I think LTE at the hands of a poor/new pilot is more likely.
