There is a police training video titled "How Close is Too Close" that illustrates what's called The Tueller Drill. Sgt. Dennis Tueller of the Salt Lake City Police Department, with the help of Guro Dan Inosanto, illustrated that a person with a knife could cover over 20 feet in 1.5 seconds and stab a police officer before the officer could let off a shot to stop the threat.

I believe the officers during the shooting of a man with a knife in midtown tried to show some restraint while at a distance half of that of 20 feet before using deadly physical force. The officers used pepper spray AFTER ordering the man to drop his weapon. They employed a verbal command which didn't work and went up to a non-lethal choice of force, pepper spray. After the spray, the man lunged at them using a deadly instrument. The officers met that force with the SAME threat of force being used against them. You ever tried dodging a man who has a knife in his hand trying to cut you, let alone kill you?

As far as "Why do they never just kneecap the perp" that's crap. Cops are not marksmen. Hell, they are not trained to be marksmen. Cops are trained to stop the threat. They are trained that to stop a threat of someone using deadly physical force, you shoot center mass. Center mass is where all of a person's vitals are. Hell, center mass sometimes does not work at times (some perps bleed out and die and still put cops in critical condition because they're high on PCP and don't feel a thing).

That crap on why didn't they just shoot him in the leg is what actors get paid to do like T.J. Hooker. Cops don't slide on the hoop of a car and yell "woo hoo" either. They don't solve crime in the allotted sixty minutes minus the commercials either.

1. Why don't you use your computer, or a smart phone, to access information about a parade, bus detours, etc., that is available on NYC & MTA websites? Police are brought in on parade coverage from all over the city. It's a one-time assignment, and they are there to line & protect the parade route & surrounding areas, not provide directions or general information.
2. You don't know anything about police deployment or expenses. The NYC Marathon costs more than $2 million in police OT each year! Every time the president visits NYC, it costs more than $350,000.00 in police overtime. Officers are need from hours before an event begins, when streets are closed and people & participants start arriving, until hours after the event ends, when everyone has left and the streets are clear.
3. "Always"? Now, you've gone off the chart! Thousands of attacks on NYPD officers occur each year. Most times, when police respond to crimes involving weapons, they arrest a suspect and recover the weapon. The NYPD killed 8 people in 2010, 6 in 2011. So far this year, 11 NYPD officers have been shot!

"Usual"? AFAIK, an incident like that has NEVER happened, in the entire history of the NYPD. Even in the Diallo incident, only 2 officers emptied their clips.
