Yeah, modern day Salsa has a lot of influence from Cuban son. But Puerto Ricans will deny it. I really don't know who Salsa belongs to, but Cuba, Puerto Rico, Colombia, and Dominican Republic all have a say.

I personally associate it with Puerto Ricans, and then Colombians.

I think there is already an ordinance on playing loud music. I know of people who have gotten ticketed by the nypd for playing their car stereos too loud. It all depends on the officer though, if he or she happens to be there at the moment. For one I have gotten ticketed for a loud broken muffler on my car so I definitely know there are sound ordinances on the books.

As for loudness I think NYC cops are the most tolerant to it, but once you go upstate it's a different story....cops are more strict on this, from my observations.

As for the whole salsa thing I think it's cultural.... Latin/carribean people like to play their music loud so I can't fault them 100%, but when the music is loud enough to annoy neighbors and disturbs the peace that's when I have an issue. It's not a matter about race but about common courtesy to your neighbors and the public.

A few years ago we had tenants that were Hispanic and they often partied all night and played loud music. They paid the rent on time and actually took good care of the house. But after months of complaints from my neighbors, and after 2 police visits to the house, we eventually asked them to leave, and since then we only rent to families with children, that way everyone on the block is happy.
