I dont' know the exact cost for parking at the Port Authority, but I've done that a couple of times and it is really cheap compared to any of the regular parking garages in the area.

No, the Port Authority garage closes from 1am to 6am daily. If you need a 24-hour garage/lot there are others on the westside that would be better off to use. Icon operates a 24-hour garage nearby on W43rd Street, for example.
