The rust is very intentional. It's a type of material called weathering steel which is supposed to rust and form a protective layer around the structure. And, in the words of the NYT article "while it can look suspiciously unfinished to the casual observer, it has many fans in the world of art and architecture." Barclay's center is a lot like abstract modern art. A lot people probably don't get but it *is* "revolutionary", "stunning" "unique", "shocking" "conversational" "a marvel" etc...all of the same words you would use to describe some of the most renowned works hanging in the MoMA. Barclay's is avant-garde architecture, not everyone digs it.
Lol. Come on, I'm a Knicks fan but I've met some of the most ardent Knicks fans admit that Barclays is better than MSG.
