I live in Jersey, and I need to go somewhere near the intersection of 3rd ave and E.12th st. on a regular basis. But I scoped it out today to check the street parking, and it was literally impossible. Maybe because it was a weekend? But would I be able to find street parking in this area on week nights? I would need to park from about 6 to 9 pm. When I checked it out today, there were plenty of places that allowed street parking, but there were no available spaces due to everything being taken by people who live in the area (residential neighborhood).

Is there any reason you can't take mass transit like most others who live in New Jersey and need to be in Manhattan on a recurring basis?

If you are willing to commit an hour and a gallon or two of gas to finding a parking space, you will get one.
But hammering a nail into your forehead might be more pleasant.

There are very little street parking in Manhattan, even meter parking is a pain to find. Where in Jersey are you coming from? As the others said, it's probably easier and cheaper to come into the city by mass transit than driving in. It will cost you a lot more time and money.

Street parking is very difficult in that area as there is just not an abundance of space. Regular rates would be $20-$35. For $15, there's an Icon garage on e10th. Many of the cars you see also move only for street cleaning, so it is rare to easily find a spot, especially in the evening, unless it is a meter.
