How bizarre of your HR department. They seem to be less and less reasonable these days. I don't foresee it being an issue. You can always suggest they call the home office to verify. On the other hand, what would have been so hard for them, to just write: Mr. Carpet today will be employed by our New York City office, as of January 1?
