I think basically NYers do the same things in the winter that they do in the summer such as eating out, going to the movies, visiting museums and on nice days going to the local parks (for winter activities rather than summer activities of course), etc.
there is iceskating at rockfeller center, going to the movies, a broadway play and dinner. jazz clubs, party in the meat district. party party party. there are alot of stuff you can do, shop til you drop. 42nd street has changed, there is alot of entertainment for you down there as well. Go to atlantic city, Mohegan sun etc.

Save yourself the expense and avoid anywhere in Manhattan. There are rinks in the outer boroughs not nearly as pricey or crowded.
Most new yorkers stay home and drink hard liquor, smoke weed and make babies.
Well, I do not personally drink or use drugs, but somehow ... I think this could be close to the truth !
There are many museums - MoMA, the Met ...
In spite of the cold, people still line up in hoards beginning late Friday afternoon for free MoMA. Not all are tourists - often looks like many locals to me.
And there is still walking around and doing things. You can buy some good long underwear. We always have this on hand.

Not surprising given the $22 tarriff at all times EXCEPT a couple hours Friday evening.
With their policy I HOPE they don't get a single penny of tax money.
The only real difference is there are fewer people lingering outside. For obvious reasons, people aren't eating outside, many rooftop bars close (though many are heated and stay open), there's no Shakespeare/movies in the park, etc.
Otherwise, it's business as usual. You just wear more. It's NYC, it's not Antarctica.
