I am sure NooYowkur81 will chime in soon. However I have also posted on your thread, and another poster posted after stated that the area is diverse. It is a little and then some of Hamilton Heights is more diverse than others. Right there on 141st and Broadway it is mostly Mexican and Dominican. Does your client belong to one of those groups? Does your client have family in that area. Can your client speak Spanish? If not, I would seriously reconsider this choice.
Most people in the area are nice people. However it is still that element there that may take advantage of a vulnerable person. If it is someone that they can identify with it may be less of a problem. I am going to be blunt because this is a vulnerable individual. If the person is Black don't send them there. There are some very kind people in all groups, and for the most part Black and Latin get along in Hamilton Heights, but there is seperations. It would take time for your client to get to know people, and they would be more vulnerable to the not so nice, and the nice and kind people less likely to help them at first if they are black.
I also would not send a Mexican person with no family in the close by area there either. Mexican delivery people have been robbed or even unfortunately killed by both Black and Dominicans in Hamilton Heights. The murders were robberies gone wrong, only 2 murders that I know of out of quite a few robberies. Young Mexican men tend to do their laundry in groups of at a minimum 2 men, usually more because of this.
If your client is woman she would be even more vulnerable.
Also you are not seeing a true picture of the area right now because it is cold outside. There are much less people out and about.
For anyone else that is not vulnerable it is an OK place. Delivery people are vulnerable because they carry cash.
