Corrections in NYC/NYS (New York, York: 2013, promotional, vs)

So I have a friend who is currently going through the application process for the City of New York Department of Correction (As opposed to the NY State DOC (NYSDOCCS)).
Last I heard, the waiting list is about 3 years long. Is that accurate? And if so, is that 3 year wait for NYC or NYS Corrections? Is there a longer wait to get on with NYC or NYS Corrections?
Anyone with any knowledge of the hiring processes for either of these agencies, please share. Any other differences or information or viewpoints on working for NYC vs NYS Corrections, leave it here.

depending on on passing grade ... list number it would be less than 2 yrs ,once you get your list number the called numbers are listed in the chief news paper from time to time , this will give you an idea how close you are to being hired . state is half the money and less promotional.
