Where in New York City do you live where there is no street cleaning?
There are lots and lots of such places in Queens, even close to Manhattan. These are usually industrial areas and I use them to park my car for a week for free when I need to go to the airport. The only worry is having someone report your car abandoned to have it towed, but if it's in good condition a couple of weeks is fine
There is a happy ending to this story. After it got warm, the nasty car started leaking weird yellow fluid. I called 311 again and it was towed! It took me about 2 hours to clean up the space it occupied for almost three months.
Sorry that you had to clean up the street, but at least it is gone! 311 will respond when there is an environmental hazard, i.e., possible coolant leak in this case. Let's hope they don't get it out of impound, fix the hose, and park it on your block again.

Sometimes, these things just happen!
