at Van Cortlandt Park East and E 240th street just at the turn, which I and others use as an alternate to E 233rd street or McLean Avenue to get to the 238th street bridge, there is a sign that says "no thru traffic".

I don't recall if ive seen it there before but does that mean please do not use E 240th street as a shortcut/alternate? or that multiple commercial vehicles should not use it?

"NO THRU TRAFFIC" typically means that a motorist is not allowed to use a particular street as rather a shortcut from point A to B. In general, such streets that use this sign are residential streets.

Intentions are to provide better traffic flow on major roads and for everyday motorists to keep out of such quiet streets, since most residents and owners of private property intend to access these streets with ease.

is this a chargeable traffic offense? if stopped and the cop asks you why you are on that street, if you have no legitimate purpose driving there (like you told him you were going to work and did not live there) could you get a ticket?

A smart officer follows you, as you cut through the side street in violation of the proscription, stops you once you have cleared the area, patiently listens to your bogus explanation, then issues a citation.
