Halsey has gotten better and that area would actually be borderline Ridgewood which contrary to what ignorant people who've lived in NYC for six months would tell you is a million times better than Bushwick... That being said, that section of Bushwick actually looks somewhat nicer than the Ridgewood borderline area which crosses once you get on Wyckoff... That area of Ridgewood is probably the shadiest part of the neighborhood and it is more rundown than the area of Bushwick you mentioned... That being said, it is still safer than any part of Bushwick. To be honest despite the fact that it has improved, you'd still be taking your chances in the neighborhood...
One thing about the neighborhood, do not listen to jack**** you hear about this neighborhood anywhere online, through articles, or fellow transplant word of mouth... they are selling you a dream... This neighborhood is nowhere near as bad as it was 10-15 years ago but it is not the hipster/yuppie/transplants/organic, thai, artisan, williamsburg jr. replica they've been claiming for the last 15 years now and most likely never will be...
I've lived here on the borderline of Ridgewood/Bushwick since 95' and the demographics have probably gone from about 55% Spanish 35% Black 7% White 3% Asian in 95' to about (70% Hispanic 15% Black 10% White 5% Asian) in 2013... in 95' most of that white population lived in the wyckoff heights section of the neighborhood which borders Ridgewood and were mainly either first generation poor european families or long term residents who never left... Nowadays, the white population largely consists of hipster transplants who make their presence felt mainly along the jefferson and dekalb stops of the L but you'll see them throughout the neighborhood though they do not form any significant presence until you reach dekalb and jefferson near the East Williamsburg borderlines...
Also, once you cross Madison, putnam, Cornelia, and you start heading into that Hancock, Weirfield, Halsey area, that is still considered one of the seedier parts of the neighborhood... As you go along and you hit Decatur, jefferson ave Cooper, Chauncey, Moffat as you near Brownsville, East NY and the worse part of Bed-stuy that's the worst section of Bushwick which you will not be far from at all... Therefore my advice to you is before you take a giant leap of faith based on a colossal group of people with all sorts of interests in mind, visit the neighborhood for yourself at different times of day and decide for yourself whether or not it's the right choice for you...
