So then get your cabinets and sink all replaced by the landlord. Most have no problem, they will call it a Capital Improvement, raise the rent accordingly, and you will pay for it over and over and over again.
Get a new fridge, a new stove, and a new wood floor, but be prepared to pay several hundred a month more...ad infinitum.
Hey, why not get $20,000 worth of work done...it will only cost you $500/month.
It's mold. Grows anywhere you have water and anything organic (like wood, glue, toenail clippings, etc). Once you've had them fix the water issues, kill the mold with some soap, water, and bleach and be done with it. Somehow I doubt anyone tested to see if it was "toxic mold" in any case -- a lot of mold is dark in color.
A repair that HPD orders the landlord to do is NOT a capital improvement and the landlord CANNOT charge you for it. Besides even if the landlord replaces your refrigerator or stove, you do not pay hundreds a month, you pay 1/100 of the cost per month. Of course, you pay that forever; it doesn't stop when the appliance is paid off, so for appliances, you're better off getting your own. You can get what you like and you can take them with you.
I just had a flood and all my wood floors will have to be replaced, the landlord cannot apply for a capital improvement. He didn't just decide to renovate and improve my apartment. It is being done to remediate a dangerous health situation.
Nybbler, Not all mold can be killed with bleach. Further, mold gets into things like wood and you cannot get it out. Even if it is not toxic black mold, many people are allergic to the mold spores that escape into the air. They cause respiratory problems, headaches, drowsiness, etc. Yes, bleach on mold on bathroom tiles or grout works, but not everywhere.
