To clarify, she didn't call for an outright end to Stop and Frisk and she didn't because she knows that the program is indeed constitutional, and it was ruled constitutional years ago. She just called for some changes to be implemented.

the vandalism is probably more of a problem coming out of Yonkers

I'd say it's coming from the Bronx. I've seen the same areas tagged up in Spuyten Duyvil and in parts of Riverdale too. As soon as it's cleaned up, they go back and tag it up again.
