I personally am all for it. However one of the comments at the bottom makes a great point. What is to stop one of these folks from using their card at the ATM to grab some cash and buy these vices that way. Anyway, still interesting to see the proposal...

Can't believe this is not the rule already...its like common sense...you're getting free money from the system then yes you should get told how you can't spend it.
