From learned experience, they prepare the plantain differently. While Puerto Ricans boil it and place it in nice cod fish stew called Bacalao, Dominicans fry it and mash it for delicious pork dish called Mofongo.
I'm of DR descent so maybe I can put in my few cents. There are a lot of similarities but there are quite a few differences also, most of them oblivious to the average ignorant joe blow. But some of the main differences are as follows:
-We don't talk spanish the same way. PR have a more sing-songy way of talking. A "cantao". Both PR and DR spanish have unique words.
-The food is a little different. Mainly in the seasoning. PR food is more garlicky IMO. DR emphasizes the plantain a bit more.
-Demographically both heavily feature a mix of Amerindian, African, and European. I would say in DR the African % is heavier.
-People from PR come to US as citizens, PR is a commonwealth not a country so there are quite a few differences culturally that play themselves out here in the U.S because of this.
-PR community in NYC has been here longer than DR community.
There are a few more but to me those are the main differences.
DR - Warm/ Kind people rather conservative. CRAPPY FOOD wonderful music and a fun way at looking at life.
PR- GREAT FOOD GREAT MUSIC. People not so friendly towards anyone but PR's. Tainted history and associated with black ghetto life in America.
Both countries produce good looking people...noticeably WOMEN.
I guess you had a bad experience with the food in DR on your visit. That's unfortunate. I find in DR many times the restaurants and hotels and such try to appeal heavily to tourists and the results are often disappointing. . I happen to come from a family with good cooks so I have a different opinion of DR food. It's definitely not the most varied cuisine, it's a relatively simple cuisine but it can be rather tasty when prepared well. Especially the rice dishes and sancocho.
