1. If one has never been to a certain neighborhood, is that person qualified to comment on it?
2. If one has a certain "first three numbers" of his/her zip code, that means he/she is in that borough, correct? E.g. if one has "104", that person is in the Bronx, no matter what neighborhood they are in. If the first three numbers are "112", then he/she is in Brooklyn, correct? "113", Queens, and "100", "101" or
"102" for Manhattan, right?

Regarding 1., there are people posting here who do not live here. Some admit this, some are trolls. One has just re-emerged.

Technicality - residents of Marble Hill, which are administratively and politically part of the borough of Manhattan but physically part of the Bronx, have a 10463 zip code.
Also, Queens has a 111 zip for LIC.
I comment on neighborhoods that I don't live in all the time. But I frequent the areas I comment on enough to have knowledge. You'll very rarely see me comment on neighborhoods that encompass what NYPD designates as "Queens North" because I'm just not there that often.

I stand corrected on Queens, which does have quite a few prefixes, due to the fact that in the past, the neighborhoods were used as mailing addresses. (Flushing NY, Jamaica NY, Astoria NY, etc!).
It's one thing to comment on neighborhoods "frequented". It's another to 1) have never been there, and 2) "heard from a friend" about them!

And when I lived in Kew gardens it was kew gardens, ny
Queens is kinda unique in the way addresses are used. No other boro uses the neighborhood as the city like Queens does.
Maybe it's because Queens is the biggest boro by a large margin. Although I'm not 100% positive about that
I remember this being contested in court, a few years ago, with decision in favor of Manhattan!
