Just checked the modem. It's a SMC8014WG so from a Google search it appears to be a Time Warner rental. I just put in another online order for service so I'll see if they send me another "unable to complete order" email like they did last time. Then I figure I'll go in with the router and lease tomorrow and see if they can help.

Ok I'm going to take the bait, how the hell would using the internet make him a scumbag?? He's not doing a single thing illegal or unethical. The internet is registered to that household and this is his dwelling. He has 100% rights to use the pre-installed signal, it's not up to him to babysit the previous owner's termination procedures. It won't cost them a dime more if he uses vs. if he doesn't
You can cancel time warner cable any day of the week so I doubt when this month ends it will magically turn off. If they cancelled they would've cancelled for the day they moved out not the 31st. You don't have to give them notice like an apartment. My guess is they forgot/didn't realize they had to cancel service.
The problem with riding out the last tenant's payment is that once they are shut off, there will be a lag. With Verizon I waited 3 weeks with nothing but OTA TV reception and trips to the library for Internet and no phone: BIG pain in the ass.
If you take action, you will likely pay a couple extra weeks but you will get seamless service.
