I'm seeing a high percentage of drivers not using turn signals, maybe 30-40%. I can't remember how many times I am making a left turn and the oncoming driver has no turn signal on, but is barely moving. It looks like he is distracted and slow to move but then he ends up turning left also. So you have to guess their intention and either wait or take a chance and turn in front of them. Even cars in turn lanes should use them to confirm their intention otherwise you have to assume they might not be turning. Are people that lazy that flicking a turn signal is too much effort?

most folks use their middle finger as a turn signal.

stops signs seem like they are optional in the tri-state area.

Some of them are selfish or lazy (or both). But most of them are supposing that it's not a big deal and they don't care.

I notice it too. Many people can't be bothered to flick the signal. Just lazy. The only times I never use the signal is when it is late at night and there are no cars.

I also notice a lot of drivers speed run through stop signs.

Yeah,
The idiots are saving LOTS of money by not using the alternator's electricity to blink their turn signals. Estimates are as high as saving a tablespoonful of gasoline every year.
So what if pedestrians have to GUESS whether they are going to turn or not.

I wonder when the last cop gave the last ticket for failure to signal a turn, 1947 perhaps? God forbid cops are ever asked to do their jobs.

The more information other drivers and pedestrians have about a vehicle's intentions the better. Failure to use turn signals is a real drag on that communication. It irritates me as both a driver and a pedestrian.
Traffic rule enforcement in NYC, and NYS in general, is very lax.
