That list can't be taken seriously. Although it does have some of the worst in there (like Chambers JMZ), it somehow seems to thing that Canal & 53rd-Lex are bad stations compared to everything out there in the Bronx & Brooklyn.
I'm guessing lazy writers didn't feel like going too far from the office to rate stations

125th & Lexington has the most loonies running around.
lmao!!! This is the TRUTH!!!
I lived in the Bronx for many years but always traveled to Manhattan (esp. Harlem) during my days off from work. So, I'd inevitably stop at the 125th/Lexington Ave station via the 4/5/6. Whenever I entered or exited that station, regardless of the time or day, there were people screaming, fighting, begging for money, tap dancing to get free hot dogs (this is 100% true!), talking to themselves, and any other form of nuttiness you can imagine. My best friend, who lives in that area, commented once, "At that stop, everyone is either on something or selling something!." If you're not used to the area, it can be pretty intimidating, lol.

Have you seen the dude who comes in singing with a Carrabean accent "chiiiiiiicken, I love chiiiiiiiiiicken, I'm hungry - so hungry, need money so I can go to Kentucky Fried Chiiiiiiiiiicken, I hate mouton, need chiiiicken..."
lol
