Just wondering how this would work if anybody has done it. It is possible I will purchase a car out of state while being a resident in NYC. I am not trying to pull a scam or anything, I am buying from a family member that wants to sell a vehicle.

Get the title from your family member, take it to the dmv with proof of insurance to get the plates and temporary NYS inspection sticker. Then just go to your family member's place to drive it home with the new plates on the car.

Gotcha, doesn't seem too difficult. I just didn't want to get double taxed in both states DMV's or something for the purchase.

i drove it up with the plate and mailed the plate back down to them.

You also need a bill of sale from the private party from whom you purchased the vehicle in order to register it in NYS, and need a DMV form completed, etc.

Another catch, I'm not a NYS resident yet. Basically I want to purchase a larger vehicle to move all of our stuff instead of the current compact car and have been thinking out it anyway, but I would be purchasing this only a week before the move to NY.
